I am confused on this so help me out.  If I go for a build like say cloistered cleric 2, church inquistioner 2, cloistered cleric 2, divine oracle 2, crusader 1, rkv 10 and contemplative 1 I, so far, amd caster level 17.  If I take practiced spell caster I am a CL 20 and I don't get 9th level spells, assuming i have 19 wis at this point?

Caster Level is different from spell slot access. If you cast spells at a CL of 11 (possible with magic items and other CL-boosting effects) when your character is level 7 as a cleric, you are still limited to the spell slots of a 7th-level Cleric, so you don't actually get access to 5th-level spell slots, for example (though your spells will still behave as though you were an 11th level Cleric for the purposes of duration and so on).

(For the record, a character casting as a 17th-level Cleric DOES have access to 9th-level spells.  ;))

Depending on how evil your DM is, you could face one as early as lvl 1. A ghost is only a CR 3. That's not out of the realm of what a lvl 1 party takes on.

At least it would make the sorcerer dumb enough to take Magic Missile as a 1st-level spell at 1st level feel good about himself.

I think there's a CR 1 incoproreal fungus in one of the splats... it's kind of dumb.

Q136: If you're an Strength 8 weakling druid who spends most of his time in Str 19 black bear form, could you take a strength-prereq feat like Knockdown?  (Yes, I know, probably DM adjucation.  But is there a RAW ruling I could point to?  Or, heck, even a Sage ruling?)
I would say yes, but it would only kick in when you had that STR. It's like how people do the War Hulk PrC, which requires you to be Large size more bigger, but only have access to it when they grow to that size.

On that note, if you're only eligible for a prestige class half the time, do you lose things like BAB and saves as well as class features when you don't have the prerequisites? Figure something interesting could be done with War Hulk and that thing that makes you grow a size when raging.
Yes you would lose them, but you'd still have the levels. It'd be like being a fallen paladin, but worse. Like you suddenly have negative levels that only go away when you meet the prereqs. But War Hulk doesn't have BAB. It's +0 each level, but you get +2 STR each level.

Actually no.....
If someone stops  meeting the prereqs of a prestige class he loses all benefits from it except for hit dice,  base attack bonus and base saves......

There is a feat, Divine Insight I believe, that uses wisdom in place of strength for determining to hit bonus.  Would said feat be useful for a cleric if going for a light armor melee build or is strength still the better option?

Strength is good because you want to be able to do that damage. Depending on your level though, a cleric eventually gets Divine Power, which will help things out some.

The Cleric also gets a ton of options for increasing his damage output as his spell access grows as well, so you're better off saving yourself the feat.

Q142 Does Buckler tied to a forearm allow a 'free hand' in the same Arm, if yes, Q143 Can I shot mind arrows from that hand (assuming I have TWF and be a soulbow)?

Q144 Can I use 2 bucklers (1 buckler on each forearm)?

Monk's WIS to AC bonus
Monk's belt AC bonus

Monk AC bonus and Monk's Belt AC bonus are a definite no.  You have the same class feature twice, effectively.  However, you do get +1 AC for the effective +5 Monk levels.
I am constantly amazed by how many DM's ban Tomb of Battle.  The book doesn't even exist!
