A 92: Elf ranks right up there, but ultimately probably the Buoman (+Wis outsider race that loses it's no-speaking restriction).
Elves have about four things that they'd lose.
Where are Buoman from?

All Elves really lose is their con penalty and dex bonus.  IIRC buoman are from the Planar Handbook.  The race is moderately detailed in the Cleric handbook here, and possibly the druid one as well.

Actually, it's six things. They also lose their +2 Listen, Spot, and Search bonus, their ability to detect secret doors, their weapon proficiencies, low-light vision, immunity to sleep effects, and +2 bonus against enchantments.

(Lesser) Ice Paragenasi as well. Might as well make it Arctic too. +8 con for +0 LA? Yes please.

Because you make an attack roll for it and it doesn't explicitly say you do not, yes.

Because you make an attack roll for it and it doesn't explicitly say you do not, yes.
That's what I thought, but it seemed too good to be true. :D I hadn't actually been able to crack the book open either. So I had just been going on what I could glean about them from websites.

It doesn't actually specify that you get +30 ft regular, +20 if you're heavily encumbered/wearing medium or heavy armor, so I'd say 50 ft.

Half Dragon template

dragon heratage and feats

a 7 feat combanation I know of that will give you a poisonous breathe weapon.
A player once asked me if there was any way to make a Tarrasque more evil... 3 sessions later he was stoned with D20s as the PC led an exidus out of the path of a Dire Tarrasque of Legendary Wonder.

Half Dragon template

dragon heratage and feats

So basically make the dragon more of a dragon with the half-dragon template (isn't that a bit redundant?), or make him a sorcerer.
