Skills don't work like that. There's a feat in Unearthed Arcana, called Skill Knowledge, that enables you to choose a cross-class skill and turn it into a class skill.

A203: If it does exist, I have never heard of it. It might be in Dragon magazine.

Never heard of a feat, but theres something you could repurpose for it.

EDIT:
Q205: Are there any Prestige Classes that advance Divine Casting and grant Sneak Attack (not advance existing SA, but actually grant it)

Q206: Are there any options, aside from Hunter's Eye, for a Ranger to get Sneak Attack? Things like ACFs etc.

Time Stop, obviously. The Spell Matrix line doesn't grant actions, per se, but allows you to cast another spell as a Swift action within their duration, chosen when you cast the Matrix spell. Arcane Fusion and Greater Arcane Fusion both allow you to cast two spells as part of the same action, and Arcane Spellsurge reduces the casting time on all spells you cast during its duration.

The local Cleric Handbook has a pretty complete list of domains. It doesn't include spell lists or specifics on the powers, but it's a start.

There is an Epic feat, from Complete Warrior I believe, that does exactly that.
