Q 102  What's the easiest way to get Mage Hand as an at-will spell like ability, without spending any class levels to do it?  How about Telekinesis?

Ring of telekinesis or hand of the mage.
[Spoiler]
A gygaxian dungeon is like the world's most messed up game show.

Behind door number one: INSTANT DEATH!
Behind door number 2: A magic crown!
Behind door number 3: 4d6 giant bees, and THREE HUNDRED POUNDS OF HONEY!
They don't/haven't, was the point. 3.5 is as dead as people not liking nice tits.

Sometimes, their tits (3.5) get enhancements (houserules), but that doesn't mean people don't like nice tits.

Though sometimes, the surgeon (DM) botches them pretty bad...
Best metaphor I have seen in a long time.  I give you much fu.
Three Errata for the Mage-kings under the sky,
Seven for the Barbarian-lords in their halls of stone,
Nine for Mortal Monks doomed to die,
One for the Wizard on his dark throne
In the Land of Charop where the Shadows lie.

Q103
Can I enter Rainbow Servant at level 2 if I start by taking Precocious apprentice and Earth/sanctum spell?
Monks are pretty much the best designed class ever.

No, those are items.  I need it as a spell-like ability, or some other form where it can be activated without using any physical object-- that is, no components, no verbal commands, no items, nothing.

Q 101 Looking for a construct, not unlike a warforged, that's LN and in the 3.5 D&D books. I thought they were maybe a clockwork creature, but I could be wrong. IIRC, the picture had three of them on it.

A 101 MM3.5 pg 158  Inevitable might be what you are looking for.
Yes it is. The only MM I didn't look through.

A.102  would binding The Green Lady and using her gift of magic ability for it once every 5 rounds be enough?

If I say something about real world physics, and someone disagrees, assume I am right 90% of the time. This number goes up to 100% if I am late night posting - trust me, my star dust sibs.

That's perfect, I'd just take Greater Mage Hand.  Is that an official vestige, though, or do I have to ask for it as homebrew?

It's definitely not in Tome of Magic. But it is homebrew from some pathfinder/paizo guy, so it has a little bit of legitimacy for DnD 3.5 play. You will probably be asking for it as homebrew since some dude wrote it on some web forum.

Q 104: When a creature has a single special attack with multiple subheadings, does Ability Focus apply to all of them or must the creature pick one each time?

Example:  Would a beholder take Ability Focus (eye rays), or Ability Focus (flesh to stone) and Ability Focus (slow) and so forth?
"We managed to make an NPC puke an undead monster."
"That sounds like a victory to me."

One heading is usually one ability.

But the subject is fishy, you could take ability focus (spellcasting) or ability focus (psionics powers) and you would get +2 on all your DCs which is a lot better than what spell focus can get you.

Also, it's worth noting that the dude just took a bunch of abilities that he liked, and put them together.  Karsus's item use, Tenebrous Turning, and maybe even one more.  That's pretty much what 10 year olds do when they make homebrew too.  I have heard people legitimize it by saying it's homebrew by a guy who wrote for 3.5, but I personally don't think that's really worth much.

In my humble opinion, CO is haberdashery. Some say we're mad, but we can all agree we're hatters. Yes, we have potential to make very sophisticated hats, very fancy hats, be they dark or light. But the truth is that the color of the hat does not come from the group of us - our community doesn't directly produce hats. We simply give average head circumferences, list current fashion trends, and point out some shiny, obscure baubles to add to the latest hat line.

Convince your DM it should be part of one of the Wizard domains in UA?
Spellpool?
I feel like there's a more legitimate way, I just can't think of it right now.

Q106 What page of UA is Combat Wizard on?  I can never seem to find it.

Q 107 Has anyone used Reserve Points in their campaigns? If so, did you find that they were essentially necessary for it?
