Wow. I have no idea how those numbers in its stat block were generated.
Anyways, how's this for you? I gave it Spring Attack as a bonus feat to simplify the eye gouging ability, and to make up for the fact that the Vlasta's tiny size means it doesn't have the 5 ft. reach it used to have. This way, it can still attack its primary target without provoking AoOs from it, although other nearby enemies will still get to attack it. If you'd rather it not have Spring Attack in general, you can move it back into the eye gouging attack. Speaking of which, I also changed the eye gouge to functioning against flat-footed opponents. Again, you can switch it back to surprise round/first round of combat, but I think flat-footed works better. Finally, it gets Weapon Finesse so it can use its Dex instead of Str for attacks. Unllike most 1 HD creatures, Magical Beasts have full BaB, so they actually qualify for Weapon Finesse normally. If you change its type to something else without full BaB, make sure to set Weapon Finesse to a bonus feat and give it something trivial as its regular feat (like Alertness).

Edit: Fixed some stats. And Maat's right, the ability's save DC can be Dex-based, magical beast traits should give it darkvision/low-light vision, and its natural attacks' base damage dice should be reduced according to its very small size.
