Evasive Reflexes  (Tome of Battle, pg. 30.  Prerequisites: Dex 13)

 Dodge (PHB):
Desert Wind Dodge (Tome of Battle pg. 29.  Prerequisites: Dex 13,  one Desert Wind maneuver)
Expeditious Dodge (Races of the Wild pg. 150.  Prerequisites: Dex 13)
 Midnight Dodge (Magic of Incarnum, pg. 39.  Prerequisites: Con 13, Dex 13)

Endurance (PHB):
Kobold Endurance (Races of the Dragon pg. 101.  Prerequisites: Kobold)  **There is a special note on this feat in that any Kobold that would gain Endurance as a bonus feat can gain this feat instead.

Power Attack (PHB):
Stone Power (Tome of Battle pg.32.  Prerequisites: Str 13, one Stone Dragon maneuver)

Psionic Meditation (EPH):
Instant Clarity (Tome of Battle, pg. 31.  Prerequisites: Concentration 7 ranks)

Quick Draw (PHB):
Free Draw--Soulknife 5(EPH) class feature (Complete Psionic, pg. 48)

Toughness (PHB):
Azure Toughness (Magic of Incarnum, pg.35.  Prerequisites: Con 13)

Weapon Finesse (PHB):

I am constantly amazed by how many DM's ban Tomb of Battle.  The book doesn't even exist!

If using Genesis to hide your phylactry, set it at -300 degrees farenheit.  See how do-gooders fare with a liquid atmosphere.

Any feats I missed that have alternatives?

I will be adding racial prerequisites and other prerequisite-replacers soon.

Does the Swashbuckler's Dodge feature I forget the name of (may be Swashbuckler's dodge) count as dodge? They get Mobility for free.

What about classes that get bonus feats without the prerequisites? Like Cobra Strike monk getting Dodge+Mobility, or pious templar getting Weapon Specialisation.

The tier system in a nutshell:

Tier 5: An expert cartographer or a decent marksman.
Tier 4: An expert marksman.
Tier 3: An expert marksman, cartographer and chef who can tie strong knots and is trained in hostage negotiation or a marksman so good he can shoot down every bullet fired by a minigun while armed with a rusted single-shot pistol that veers to the left.
Tier 2: Someone with teleportation, mind control, time manipulation, intangibility, the ability to turn into an exact duplicate of anything, or the ability to see into the future with perfect accuracy.
