What's the second most powerful character ever?

Pun-Pun is obviously the first.

However, what's the most powerful character @ECL20 that doesn't use infinite loops nor nearly infinite loops?
Hood - My first answer to all your build questions; past, present, and future.

Speaking of which:
Don't even need TO for this.  Any decent Hood build, especially one with Celerity, one-rounds [Azathoth, the most powerful greater deity from d20 Cthulu].
Does it bug anyone else that we've reached the point where characters who can obliterate a greater deity in one round are considered "decent?"

I was going to say Omnificer, but then you said without infinite loops.  Knowing everything by level 4 is pretty powerful.
I am constantly amazed by how many DM's ban Tomb of Battle.  The book doesn't even exist!

Blingy is sad ... but the HIVE is an obvious answer.

psly4mne built a Largest Number Ever build, that needed 10^^ numerical stuff, to be numerized.
Course that was "just" damage.
It could buy a Mind Switch or two, and start getting more sillyness going.

The link on the first post, goes to his build. The numbers are ridiculous.

I suppose the right answer is: we don't know ... or we don't know just yet.
Non infinite loops, are easily infinite builds with a kicker ; then you combine them all.
A.H. numbers can be had instead of Goes to Infinity numbers.
Zegulak (?) and Shambling Mound ; built for A.H. Dex and Con, are good examples.

The scary thing about Pun Pun is the fact that most infinite loop characters ARE a clear second tier to him--because while they have no upward LIMIT on their power, they'll never actually achieve an infinite value...whereas, if I recall correctly, Pun-Pun does.

I thought it was the other way around. IIRC Pun Pun can only grant himself abilities at whim. He can do this as many times as he wants. therefore, he approaches infinity.

Omnificier uses a recursion to reach actual infinity. HIVE too.

Yeah, Omni was the first true infinity.
But Pun pun could easily hack anything Omni would do.
Assuming he'd already ascended "some" or enough, that he could do it.

LoP's argument was Omni got the Infinity, and then "Knows" (knowledge check inf)
what to do to beat Pun pun, even After his ascension.

Weird kind of stalemate in the Outer Planes, eh ??

I forget who made it, but it had 200+ CL.
If I say something about real world physics, and someone disagrees, assume I am right 90% of the time. This number goes up to 100% if I am late night posting - trust me, my star dust sibs.

I broke into 4 digits. Still doesn't compare to real TO like HIVE/Omnificier. Planar Shepard's only schtick is raping the holyfuck out of the action economy with 100 turns per round. But it won't be able to do anything against other TO builds.

Ahh you people are just listing your favorite loop hole in the rules rather than the 2nd most powerful character ever.

1: Pun-Pun, has every ability and infinite for anything normally denoted with a number by level 4.
2: Illthed Savant, as above but by level 18.
3: Spell To Power Erudite, just has every spell/power ever printed and infinite power points.

All three of those can do every listed trick mentioned thus far.
Tiers explained in 8 sentences. With examples!
[spoiler]Tiers break down into who has spellcasting more than anything else due to spells being better than anything else in the game.
6: Skill based. Commoner, Expert, Samurai.
5: Mundane warrior. Barbarian, Fighter, Monk.
4: Partial casters. Adapt, Hexblade, Paladin, Ranger, Spelltheif.
3: Focused casters. Bard, Beguiler, Dread Necromancer, Martial Adapts, Warmage.
2: Full casters. Favored Soul, Psion, Sorcerer, Wu Jen.
1: Elitists. Artificer, Cleric, Druid, Wizard.
0: Gods. StP Erudite, Illthid Savant, Pun-Pun, Rocks fall & you die.

What character level are we talking about? Because otherwise the second most powerful character ever is "the guy with an infinite number of levels in everything".

The tier system in a nutshell:

Tier 4: An expert marksman.
Tier 3: An expert marksman, cartographer and chef who can tie strong knots and is trained in hostage negotiation or a marksman so good he can shoot down every bullet fired by a minigun while armed with a rusted single-shot pistol that veers to the left.
Tier 2: Someone with teleportation, mind control, time manipulation, intangibility, the ability to turn into an exact duplicate of anything, or the ability to see into the future with perfect accuracy.

It will be either a Thrallherd or Illithid Savant, since those two guys can steal everyone else's abilities without infinite loops. It's easier for the Thrallherd, though, as he doesn't have to do anything but sit back and wait for them to come to him, instead of hunting them down at eating their brains. ;)

You could always combine the two. I'm sure there is some way of getting into IS without much of a level adjustment and you really only need 1 level of thrallherd if you have a good charisma, it is just slower.
Clerics and Druids are like the 4 and 2 in 42. Together they are the answer to the ultimate question in D&D.
