A simple build

Evoker 3/Master Specialist 3/Incantrix 10/Arch Mage 4

Fun tactic with Arch Mage. Take Mastery of Shaping and cast a Prismatic Spray using shaping to hit the target with all of the colors. Use Incantrix shenanigans to make it worse. Its probably not the most optimized build but its strong from 1st to 20th and less likely to cause your DM to nerd rage.

Hood - My first answer to all your build questions; past, present, and future.

Speaking of which:
Don't even need TO for this.  Any decent Hood build, especially one with Celerity, one-rounds [Azathoth, the most powerful greater deity from d20 Cthulu].
Does it bug anyone else that we've reached the point where characters who can obliterate a greater deity in one round are considered "decent?"

This is true, and info from here is being redirected into that build. However I'm also working out a character for an RL game where quite a bit more is allowed. :) If I had intended this to be focused for a single game I would have given sources from the get go. And it's good info anyway, I had forgotten about the utility of twin spell and split ray.

Nevertheless, a slight redirect in topic - are there any standout blasting spells that don't depend so much on feat selection? I mean scorching ray is nice, but without twin/split/searing it falls behind, doesn't it? Are there any high level standouts (other than explosive rune bombs)?

Well, you have rays and critical hits or sneak attacks, but WotC is firmly of the belief that CL d6 is the damage to be for blasting. If you can use Frostburn, Boreal Wind deals CL d4...in an area of 20x20x(400+40/CL) for 1/2 CL rounds. Pretty good for slot efficiency, what with the sheer area, the secondary effect(blown away), duration and being able to move it.
The mind transcends the body.
It's also a little cold because of that.
Please get it a blanket.

Streamers is an excellent one.  Not exactly blasting so much as punishment, but it does a pretty good job of shutting down casters.

I personally like Meteor Swarm.  Yeah, it's not the greatest 9th level spell, but you can pile on a lot of no-save damage to a target or you can hit a rather large area.
I am constantly amazed by how many DM's ban Tomb of Battle.  The book doesn't even exist!

Yeah, that's what I meant.  Still nothing greater than Sneak Attacking with this spell, then.
