I think you're referring to Midguard dwarves (Frostburn 124).

Mindless creatures (i.e. creatures with no Intelligence score, such as an iron golem) do not get feats or skill points.
That would definitely explain it.

Is there a way to make a construct no longer mindless, short of being a warforged?
There is rudimentary intelligence (or close to that) in a dragon mag, I am sorry the number has slipped my mind.

I think Shaman is arguably Tier 1, and Sohei is whatever a hexblade is.

That should be somewhere in Savage Species. I didn't know that you couldn't attack with those limbs. Unless you're talking about multiple weapons. Then Multiattack, and Multiweapon might be what you're looking for.
it only gets 2 attacks, but has 4 arms.  the description basically says that the other 2 arms are pretty-much only used for menial tasks. :shrug
Okay. I re-read it, did a Google search, and voila.

Functional Limbs [Monstrous]
Your lower limbs strengthen and lengthen.
Prerequisite: Draegloth, Str 20
Benefit: You may now make unarmed attacks with your second set of arms for 1d4 non lethal damage, or for wielding weapons, however, all unarmed and armed attacks made with these hands take a -5 penalty. When making grapple attempts, you gain a +2 bonus when using all four limbs at once. You may wield weapons with these arms as a medium creature.

I think in this case the grammar is less important than whether the Str and Dex bonus provided to your created undead scales.

yea, looking at it again shaman is going to hit tier 1, with the 3.5 update he has a lot of abilities:
Animal Companion (several companions possible)
Unarmed Strikes as a monk
Turn undead
CHA to saves
Domains
Spontanious cure/inflict
See ethereal creatures

The only downside I can see is the spell list is limited to one book though it seems to be better than the druid list

This is the end of a katakami yari. A japanese polearm reach weapon. I've looked in Oriental Adventures, and I've looked in the Rokugan book. Does anyone know where I can find such an exotic weapon? It can even be in third party handbooks. I'm perfectly okay with that.

If this can not be done, what can I substitute it for, but still have it be called the katakami yari?

Eventually I'll be using it to stat this character for a player. Don't think there's pink armour invented yet.

There is also the Dwarven War Pike from Races of Stone (exotic Halberd that has reach).

I also just saw that exact weapon (the halberd with reach) in some other book, and it wasn't "dwarven."  I forget what book it was though....

By default, no. There are some free action abilities that specify they can be used outside of your turn. Others cannot.

Speaking can, but that's the only one I know of.  By default, free actions only happen during your turn.

Minotaur Greathammer, MM4.

19-20/x4 Crit, 1d12 Base Damage (M), 1d10 (S).

Requires EWP (Minotaur Great hammer) Also, if you can get Dolorous Blow as a continuous item you would be insane.
