Bhuka (Eberron) Adept 8 / Hexer 10 / XXX 2 is decent, simple, and can be scary as hell.

Make that domain something like Destiny, Time, Pleasure, Darkness, Shadow or the like for a real scare!

How optimized can a character using only NPC classes, and using the normal skill array (15 point buy)?

Also, can I have a list of all NPC classes, with write ups on the ones not in the SRD?

They don't/haven't, was the point. 3.5 is as dead as people not liking nice tits.

Sometimes, their tits (3.5) get enhancements (houserules), but that doesn't mean people don't like nice tits.

Though sometimes, the surgeon (DM) botches them pretty bad...

Adepts are really fairly impressive. I had a set of PCs go up against one, and it nearly ended in a TPK.
To be fair, an inordinate amount of ones were rolled but... seriously.

I think that was a commoner ubercharger that someone worked up for an arena match.

That was mine!  Use a Valorous Skillful Lance (sets your BAB to 3/4, gives you proficiency, and doubles damage) with a Water Orc, then take Shock Trooper, Spirited Charge, Headlong Rush, and the prerequisites.  A Tooth of Leraje boosts your attack bonus a bit more, then the rest of the money was spent on a really good mount and a whole lot of things that boost initiative and give rerolls (to ensure a hit).

Alright, I wasn't specific enough.

How good could a human NPC character get, assuming only NPC classes and a lack of Magical items.

FEATS AND CLASS ONLY, FELLOWS
[spoiler]Fighter: "I can kill a guy in one turn."
Cleric: "I can kill a guy in half a turn."
Wizard: "I can kill a guy before my turn."
Bard: "I can get three idiots to kill guys for me."

On a strange note, would anyone be put out if we had a post about people or events we can spare a thought for, or if its within their creed, a prayer for? Just a random thought, but ... hells I wouldn't have known about either Archangels daughter or Saeomons niece if I didn't happen to be on these threads.

IMO< optimizing CW samurai is a bigger challenge than optimizing an NPC class.

This. At least the Fighter gets Zentharim sub levels (and thereby becomes better than the Samurai at doing what the Samurai is supposed to do, while losing literally nothing).
