Optimization: Were Whale

So, I have a friend who's in my gaming group, and she's absolutely obsessed with the idea of getting to play a were whale in some game.  So far, we haven't been able to make it work... we're playing 3.5, Shadowrun 3, and Call of Cthulhu.  Anyway, her best shot is probably D&D 3.5, so here's the challenge: can anyone think of a way to make a playable were whale?  It just has to count as a were whale in some reasonable way.  But to make it harder, the highest ECL game we're playing in is level 12, and most games have been lower than that.  Any thoughts?

A refluffed Darfellan Druid for Wild Shape into whale forms?
Hmm... Huge Wild Shape doesn't become available until 15th, though. Perhaps a Divine Minion Darfellan x/MoMF?

Anthromorphic Baleen Whale.... has 3HD(d8) and +0 LA, +8 Str,+4 dex,+4 Con,+4 Wis, fav Class Barbarian. ..... they are not Humanoids... but could be used for setting the stats for a Lycanthrope version

Clerics and Druids are like the 4 and 2 in 42. Together they are the answer to the ultimate question in D&D.
Retire the character before the DM smacks you with the Table as the book will feel totally inadequate now.-Hazren

Anthro-Baleen Whale -> Dustform Creature -> Incarnate Construct to gain the [Giant] type.  Now choose the base Animal that you want.

Or use the Seawolf from Stormwrack.  As I recall it is a 4 HD magical beast, +3 LA, and can change from humanoid form to were-wolf-seal type thing.  Refluff it a bit and you have a were-whale.

Edit:  Looked it up:  Seawolf, Stormwrack pg. 158.  [Magical Beast, Shapechanger] - 4 HD, +2 LA - Has animal, humanoid and hybrid form.  Decent stats:  +4 / +6 / +4 / +0 / +4 / +2.  And since you're a Shapechanger, you can qualify for Warshaper pretty much right away.

Well, the easiest way is to cast scrying.  If you're worried about saves, sovering gluing something tiny to its back and casting locate object could work.
