Only if they're Large before having the template applied to them, which can be achieved through size-altering effects before casting the spell.

How can an Incarnate Construct inherit an inherited template?

I also doubt your second point in regards to effects that alter a Warforged's size, and the donning of the giant subtype as a result of size. I think there was difficulty in finding a practical spell for the former.

I'd got for a Warforged Incarnate Construct Primordial Giant at -4 STR, +4 INT, -2 WIS, +2 CHA. LA +0.
Primordial Giant also gives some other benefits like Invisiblity (or a pick of one other Spell) as a SLA at-will.

Arguably, you could put on a +2 Template on this for free. Quorbred or Phrenic would probably be best for this case.

Edit:  Though not better than Phrenic...  That one is hard to beat because of all the nifty powers and whatnot.

And of course Dragonwrought Kobolds get +3 INT for +0 LA. ;)

I'm not real familiar with Dragonwrougt Kobolds.

How exactly do they get +3 int for +0 LA?

They aren't really that unbalanced.  The best one is LA+5 for an extra standard action per round.
