Quorbred from Secrets of Sarlona - +4 INT for +2 LA.

Edit:  Though not better than Phrenic...  That one is hard to beat because of all the nifty powers and whatnot.

And of course Dragonwrought Kobolds get +3 INT for +0 LA. ;)

Wait, be a Venerable Dragonwrought Kobold, get Riddled Psychosis (DR 313), there you have it, +9 int with LA +0...

Even if you must be Young, it's still +6 (and -4 wisdom, btw)

No LA listed means it's unsuitable for players. It does not mean LA +0.

My Mistake, i though that it was just a Psychosis (similar to archetypes), not really a template. Too bad, then. Stick with pure Kobolds XD

Counterarguments:
1) Strongheart halflings
2) Silverbrow humans
3) Azurins

Decadent/Complacent Humans.

HOLD THE PHONE: are halflings considered half-human and able to don the human subtype via this variant?

If so...

A 6'4" WHISPER GNOME ??? The weird thing is that with that interaction by RAW you would not lose the small (or whatever) size, but count as large. Likewise, a human affected by Reduce Person or similar will have whatever size, but still count as large, due to the crappy wording of Jotunbrud. IF the feat were to just say that you counted as one category larger, then this would not happen.... Once again, way to go, WotC :).
Would it be worthwhile making a build around this? A Jotunbrud Psywar compressed to Tiny but counting as large for Tripping and Bullrushing. Hmm... reach would be a problem, but could you combine it with entering other guy's spaces?

I dident meen unfortunatly in that way just that everyone was saying play a human lol, i am quite happy playing a human. but a +2 LA on a template to boost my into is something that i need to find. i am playing in a gestalt game with Wizard//archivist build so int is quite critical

Well, if you don't have to be a human, There's the Primordial Giant template from Secrets of Xen'drik, which has -4 Str -2 Con +4 Int +4 Cha and is +0 LA. It can only be applied to Giants, but luckily there's the Half-Giant, a +1 LA race with the Giant type. A Primordial Half-Giant's mods are -2 Str, +4 Int, +4 Cha. You also look kind of like a human, just bigger and more badass.
It's all about vision and making reality conform to your vision. By dropping a fucking house on it.

I'd got for a Warforged Incarnate Construct Primordial Giant at -4 STR, +4 INT, -2 WIS, +2 CHA. LA +0.
Primordial Giant also gives some other benefits like Invisiblity (or a pick of one other Spell) as a SLA at-will.
Read, every day, something no one else is reading. Think, every day, something no one else is thinking. Do, every day, something no one else would be silly enough to do. It is bad for the mind to be always part of unanimity.
