"I believe I can fly..!" Tome of Ancient Lore Theory/Question

Now, assuming you have the proper divine connection made with this wondrous tome..

You can prepare a spell from the book at a 50% chance of success if it is the highest spells you know, or 100% chance if not, now.. theoretically.. you can prepare any arcane spell.. Which in theory means.. ANY spell right? Wyrm Wizard, Recaster and others maybe, all get spells from other lists, thus making them arcane spells.. so, does this work? Can you gain any spell via this most wondrous of tomes?

Where is this Tome located?
I've heard other people talk about it, but I haven't ever seen a source...

Book of Exalted Deeds contains the original tome which states it contains every arcane spell and has a horrible indexing system yielding a chance of finding a certain spell your looking for. In the MiC it's simply an item that gives you a chance to prep one spell per day from it.

Anyway, the answer is both yes and no.
Taking the Recaster for example. Divine Power it's self is still a divine spell, Recaster didn't override Divine Power's entry to list Sorcerers & Wizards so Divine Power is still a divine spell. Yes the Recaster knows/preps it and it is cast like an arcane caster thus is subject to arcane spell failure while casting it but that falls under the Recaster's spellcasting ability which is arcane based.

And yes, becuase with a DM you can research custom spells. Like a made up Arcane Power spell, guess what it does.

Speaking of which:
Don't even need TO for this.  Any decent Hood build, especially one with Celerity, one-rounds [Azathoth, the most powerful greater deity from d20 Cthulu].
Does it bug anyone else that we've reached the point where characters who can obliterate a greater deity in one round are considered "decent?"

I think the rule of thumb is that you have to have it available to you as an arcane spell, not someone else, before you can abuse it like that. Alternate Spell Source? Arcane Disciple?

By the way, it is originally in Complete Divine, NOT Book of Exalted Deeds.

And yes it allows you to prepare a spell not in your book, then you simply write the spell down as it is retained in memory until cast and it states you can write a spell you have memorized. A side note..

Say, the Recaster picks an actually useful spell, and records it down in a spellbook. Then another mage can come along and copy it from the Recaster's book, as now it stands as an Arcane Spell. Thus the god of magic can then copy spell, and thus theoretically it would be in the book. (Since you need True Believer to unlock the tome's ability, or have divine spells..)
