I would prefer a RAW answer, as I know most DMs would rule otherwise:
There's an Infusion in Magic of Eberron with the following text:
Quote from: Magic of Eberron
When you cast this infusion,
you can imbue the target object with the effects of
three different 1st-level infusions chosen at the time of
casting. The infusions function exactly as if you had cast
them on the object, and do not count against your daily
allotment.
Is the XP cost of imbuing an infusion part of the effect/function of the infusion, or part of the casting, which does not actually happen? And would Spell Storing Item from a 4th level slot, but without the XP cost still be worth it?
And a new one:

How do I get the value of a legacy item? A character in my campaign wanted one of the legacy weapons in ToB very badly (though I told them they're not THAT awesome). Now that he has completed the first legacy ritual, I'm not sure where that leaves his wealth - how do you account for the penalties the item bestows?!
