Q 15: Fiend Folio, p.135... is the Phiuhl as awesome as I think it is? It's like a walking enervation. I'm thinking a MoMF or druid with aberration wildshape could have fun with this.

Kill him and have the druid cast last breath.  Would be cheaper, plus you can psyche him out by claiming that his memories of being a different race are remnants of the insanity.

I would prefer a RAW answer, as I know most DMs would rule otherwise:
There's an Infusion in Magic of Eberron with the following text:

them on the object, and do not count against your daily

Is the XP cost of imbuing an infusion part of the effect/function of the infusion, or part of the casting, which does not actually happen? And would Spell Storing Item from a 4th level slot, but without the XP cost still be worth it?

Q18: How in the heck do bloodlines interact with initiator level for a multi-classed character? Let's assume we have a Sorcerer 3/Crusader 2/Bloodline 1. What would his IL be? 5? What if we add a level of Jade Phoenix Mage (ignore if he doesn't meet the prereqs, I forget what they are)?

I think there's a typo. If we're going from one to the next then I can see the increase which is the same, but going from 18 to 17 is 3 and going from 17 to 16 is 1? That can't be right. It costs 3 points to go from 16 to 17 and 3 points to go from 17 to 18. What's the deal?

That's what I thought. So the Sorc3/Crus2/BL1/JPM1 would have IL7, then? That's pretty nice. Using Duskblade instead of Sorcerer would be pretty fun, too. As a follow-up:

I don't think so. Both Arcane Channeling and Initiating a Strike require a Standard Action. Perhaps if there is a Strike that only uses a Swift action, that would be possible, but I'm not familiar enough with ToB to know if there is such a thing. (Disclaimer: I'm not entirely sure this is correct.)

Not only are there multiple methods to get arbitrarily high scores, you'd also have to set an ECL limit.  After all, technically you can stack Half Dragon templates.  A Half Red Dragon/Half Black Dragon/Half White Dragon Human has +6 Con, for example, for his +9LA.  And that's legal, if bizarre.  Basically, there's no one record because you have to set specific rules to establish anything.
