Turn into a Choker, as you said. That was about it, I think.
But 3.0 polymorph/shapechange didn't grant you the quickness ability (a Supernatural ability).  Thus, Haste was the only real way to get a partial action.  Ergo, there was never any way (so far as I can recall) to get more than one partial action per round.  (Aside from casting Haste on a Choker... but chokers weren't playable characters).

Is there a way to replace Str on damage rolls with Dex (not add, specifically replace) on natural weapons, without class levels (i.e. feats, items, or race/templates)? After looking through X Stat to Y Bonus, I only found Feycraft, which can't exactly be applied to natural weapons.

The closest you get is the Spell Reflection alternate class feature in Complete Mage.
I am constantly amazed by how many DM's ban Tomb of Battle.  The book doesn't even exist!

Are you talking about the epic feat or the one from the Draconomicon?  The one from Drc grants you the SR of the age category you wildshape into (limited to small and medium sizes).

Q24 Does a bonus to melee damage apply to melee touch attacks?  For example, if I shape Lightning Gauntlets on an Evil Incarnate and use Incarnum Radiance (for +2 to melee damage rolls), would my 1d6 electric damage melee touch attack deal 1d6+2 damage?

If it just says melee attacks, then yes, no questions asked.

The fun part is when it says weapon damage rolls.

I keep pointing out that by D&D rules, weapon-like spells are weapons, and get bonuses to weapon damage rolls.

A lot of DM's haven't read that blurb in C-Arcane.

Q 47: The psionic power Dissolving Touch turns your next attack into a touch attack. Dissolving weapon says "As dissolving touch, except your weapon is charged with acid until you make a successful attack"... so could that be interpreted as making your next attack a touch attack?

Also, the wording seems kind of ambiguous as to whether it adds to your weapon damage or replaces it.
