Gestalt and Multiclassing Penalties?

I've read and re-read the Gestalt rules, and I can't find anything re. multiclassing and possible xp penalties...

When creating a Gestalt character, does each class have to be within 1 level of every other class, on BOTH sides?  (For the moment ignoring favored classes.)  Or do you look at each side of the Gestalt as a separate character progression and check for xp penalties one side at a time?

I think the latter makes since, but I'm looking for a RAW reference I can show my GM.

I have a house ruling that permits my players to gestalt or not as they wish- but if they gestalt, they can't crossclass. Ever. No PrC's, no dips, nothing.
Makes em think long and hard about a character concept before they chose one way or another- and the powergamer of the group elected to single class  :lmao

Most DMs hand wave it for sanity purposes.

The Gestalt game I'm playing in counts all classes at once.  If you're a Rogue3/Fighter4/Swashbuckler3/Wizard8 and you don't have Wizard as a favored class, you take the XP penalty.  That said, the DM also gives you one 'free' favored class over and above what's normal for your race.  So my half-elf effectively has TWO favored classes.  My build uses both, plus PrCs :)

Yeah, though most DMs I play with junk the multiclassing penalties anyway.

While having multiclass penalties in the first place is dumb, it's doable and understandable. But when you have something like an wildshape ranger 5/warshaper 4/master of many forms 10/fist of the forest 1\\rogue 16/scout 3/monk 1, my head begins to spin thinking about BAB and saves let alone multiclass penalties.
