i remember in 1st ed, sleep was the go-to spell.  now, i agree with a full rd casting time...  its bad.

Color Spray now gets the job done quite nicely.  Of course, HD limits mean you have to swap that one out eventually.  But until then it's great.

Yuck at entire round casting time.

At least it has a medium range, so if you can keep them occupied for an entire round, it can be strong.

Or if you're a Wizard with 22 con, it can be a good way to get the kobold warriors to attack you instead of the squishy rogue with 11 hp. (assuming they recognize it as a sleep spell)

Who says that 1-round  casting time has to be a negative feature?

I'll reiterate, but some of the best battle field control spells are the Summon Monster series and the Summon Nature's Ally series. For example, if you can pop out a huge creature to grapple a medium one, that medium creature isn't going to make the check. You can also summon things like dire wolves to both attack and trip opponents.

 Then there's crazy like Summon Monster IV's Voor. 4 tentacle attacks, 2 claws, it's large sized and has reach. You can sit there tripping everything it threatens for a long time.

 Another great one is Evard's Black Tentacles. I've also been a fan of Wall of Smoke.

I've had decent success with summon undead and a dread necromancer.
