There is no definite ruling in this case, as touch attacks aren't specifically mentioned in the Power Attack entry of what you can't PA with. They're not considered weapons, so they cannot be considered "light" weapons.

Since you can deliver a touch spell with an unarmed attack and you CAN Power Attack with an unarmed attack, the most likely answer is yes - as long as you deliver it with an unarmed attack.

EDIT: This is the only answer that is definitive. The more likely answer is yes, since otherwise Wraithstrike, Deep Impact etc. would all be pretty worthless attack strategies.

Unless you are a monk, an unarmed strike is a light weapon, as shown in the weapons table, and called out in the monk entry for allowing them to use PA with their unarmed strikes.

Rules Compendium has this obscure information, related to touch attacks and weapon finesse. Does not really prove anything though.
Weapon Finesse: You can treat touch spells as light weapons and use your Dexterity modifier instead of your Strength modifier on your touch attack rolls with such spells.

The spells known from a know stone are not a class ability, so the stalwart sorcerer's alternate class feature should not affect them at all.

Going with a -2 cursed blue ice dragonfang dagger.  Upgrading to masterwork later, then enchanting it with useful things.
-2 to hit, -2 to damage (min 1) plus 1 enhancement to damage +1 sonic. 
Damage range is
2->4
1->3
1->3
1->3
For average of 2.3 slashing damage + 1 sonic.  Not too bad (and it looks like the min 1 applies to DR as well, so that's swell).

Decent in an AMF, indestructible outside it, a good item familiar candidate.

Are there any good ways of acquiring the Evil subtype without LA?

PGtF feat, yes?  The one that makes you an Outsider (Native)?  It doesn't seem to say anything about alignment subtypes.

Note: The goal here is to combine Exalted feats and a "non-good" PrC.  Otherworldly would help in acquiring the [Good] subtype via Sanctify the Wicked, but that's rather expensive and causes LA, which I've been asked to avoid.  Also, I'm not sure the [Good] subtype would qualify one for Exalted feats as unambiguously as I'd like.  Still, if there's an easy way to get [Good] without LA, I'd appreciate that too.

Although I doubt that you'll encounter a lot of DR+RE sonic creatures.

I don't think there is a creature with more than 3 humanoid HD, though I suppose you could find a way to artificially increase that somehow (2-headed template?)

A56: The incarnate construct template from Savage Species can turn a medium or smaller more or less humanoid shaped construct into a humanoid.  The effigy creature template from Complete Arcane can turn most things into a construct.  So, for example, an incarnate effigy legendary ape is a medium humanoid with 13 HD, str 34, and CR 4, but no skills or feats.

A31: No, there isn't. Half-Vampire doesn't grant the undead type so you should be in the clear.
