It does make some sense to have the same number of attacks occur in a shorter time frame. Consider the tiger for example. If it's just attacking on the ground it has to bring one paw up, smack you, bring the other up, smack you, and so forth.

Whereas if it jumps atop you, it can bring both claws down at once, latch on and hold tight, then scrabble and slash with its hind claws (rake).

Also, latch on with its jaws, and drag them down (grapple). Which is how tigers take down large prey.

Pounce used to solely available to the big cat varieties and creatures modeled off of them. i've seen some great footoage of tigers breaking a deers flight by barrelling into it with a bite and slashing/slamming the deer as it fell.
