Help me find a feat?

I am certain that some time last year I ran across an ability that lets a wizard split up his spell slots - so he could drop a lvl3 slot, and pick up 3 lvl1 slots, for instance. Not sure if it worked the other way.  I think (I hope?) it was a feat, but it might have been a class ability somewhere.

Does this ring a bell for anyone? I'm having trouble running it down, and figure it's probably safer and faster to ask the community than to start cracking each book in turn...  Thanks.  

(Feel free to drop any other suggestions for spell flexibility feats in here - I'm playing an Ultimate Magus Wizard/Knight of the Weave at 11th level, with Extend, Maximize (modded to +2) and Residual as my metamagics. My main spells are lesser orb of fire, alter self, bright worms, mass fly and invisibility sphere.)

Arcane Manipulation. It's limited to 3 slots, keep in mind.

(If you can spontaneously cast anything, such as by Alacritous Cogitation (Complete Mage. Get that feat.), you qualify for Versatile Spellcaster, which is effectively the opposite of Arcane Manipulation.)

...now I just need to find out if I can use it to process specialist-slots into non-specialist slots - ie, can I convert a 4th-lvl transmutation-only slot into 4 1st-lvl conjuration spells?  By the wording "break down" you probably cannot, but it's up to the GM as always.  If not, Versatile Spellcaster might be worth considering... but blowing two 5th to cast a 6th seems mighty expensive. The fact that it can be anything out of your book might well make up for it.  Food for thought...

It's cheesy as hell, but you can used a specialist wizard or a focused specialist to use specialist slots to make new generic slots. With focused specialist you can trade two lower level spell slots for 3 higher levels in your focused school.

 To take this beyond cheesy and get limitless spell slots use arcane manipulation to then break apart all your specialist slots. Then once you have no more specialist slots, combine some you took apart and you get 3 new ones. Repeat until someone hurts you for making baby Pun-Pun.

Note: With flaws you can do this at level 1.

That's probably plenty for me... well, 4 would be nice but I can live with three.  I'm now being tempted by Versatile Spellcaster though.  The more I think about it, the more I see that it gives me flexibility I simply do not have, while Arcane Manipulation is just improving an ability that Rary's Mnemonic Enhancer already gives me. It's hella expensive, but when you simply HAVE to have that Transmute Rock to Sand spell that you have only actually memorized twice in your career... The cost beats the time and expense of crafting scrolls, too.
