A:57 nope, not unless you took the Mithral or Adamantine Body feats.  the DarkwoodIronwood Body feat is available to make it 100% kosher.  There's even a Prestige Class in Secrets of Xendrik, the Landforged Walker, for that very concept.

Um, you could advance that Dragon further, if that's what you want: http://www.d20srd.org/srd/epic/monsters/dragonAdvanced.htm

Q58b: You want abilities that scale with HD. Well, the DCs of (Su) abilities usually do... also, the phrenic template (and possibly other PLAs; I don't know the exact rules but I think they're augmented to ML; by default, ML=HD). Combine with magic in the blood for fun. Archmage can give you SLAs. There's also the feat Innate Spell (CA) that gives you an SLA of a slot 8 higher at will.

Uncapped spells I can think of are Wings of Flurry (though the dragon is too big to make use of it, I think), Maw of Chaos and Gate, though Gate has an XP cost that isn't easily done away with. You could possibly use Supernatural Transformation (or something similar sounding) from Savage Species... but then what would you call with Gate? Another Dragon buddy just like you? :P

I feel I haven't quite addressed the literal question. In fact, many epic monsters in the SRD have HD limit caps way above 78. Elder Titans have up to 150HD and Primal Elementals up to a friggin 288HD. But unless you really only want to cheese it up with some templates etc, you're gaining possibly nothing from tacking HD on these things (Elder Titan has casting, but I think it will not advance with HD advancement). If you advance the Prismatic Dragon, though, all hell will break loose  :D

since we have a level 17 cleric with more nightsticks than than the LA police department and DMM up the wazzu, hell needs to break loose

However neither of their descriptions say they bypass the need for line of effect (although that's how everyone uses them). Is there some bit of text somewhere that Conjuration (Teleportation) and Divination spells are not subject to line of effect?

I don't think so, but when you stop to think about it, how in the WORLD are you ever going to use either of those if you don't ignore the line of effect bit?

I don't know about Scry, but the way the did it in one of the Midkemia novels and on an episode of the X-Men is that the person teleports somewhere into the sky, a point which they can see, then either floats or teleports back down to ground level. Perhaps not the most august of sources, you can still cover great distances quickly but no where near as elegantly.

I don't know if planeshift would still work, because the shortest path between two planes uses a fourth dimension.
