That's wrong. Activating it is a full-round action.

Might I propose Nolzur's Pigments (DMG 263, 4,000 gp).
No in-combat usage whatsoever, but items that are -to a certain degree- only limited by your immagination are great.
I can't come up with anything better than a pit for ambushes or a portal to circumvent dungeon terrain, but I'm sure there are plenty of things it could be useful for.

Also, Robe of Useful Items is a favourite of mine (DMG, 266, 7,000 gp).
I think it's cheap regarding the possible situations where one of those patches might be useful.
Not to mention that you could actually gain money if you rolled well enough.

Even leaving out the kobold only part... it's a 50 foot deep portable hole. Who gives a crap that you can't open it with a command word from 60' away? That's not worth sacking a 5th level spell slot (or feat...) on, anyway. UMD can let you emulate the alignment to use it, if that's a problem. A normal portable hole costs 20,000, and won't even hold a fraction of what this one will. Yeah, I guess a DC 30 UMD check is non-trivial, but I play alot of LN and LE characters, anyway.

The check may be non-trivial, but opening the pit isn't particularly time sensitive either.  The "unable to retry if failed with a natural 1" thing is really the only hurdle.

A moderately optimized 4th level bard (+4 from cha, +2 from masterwork tool, +7 from ranks, + 2 improvisation), can activate it on a 15+.  That's about an 83% chance of opening it per day without investing more than a first level slot. 

Using it as long term storage is completely viable.

Just a note here, according to the MIC, (unless there is some errata I'm unaware of) the Flesh Ring of Scorn is a throat slot item, not a ring slot.

If you could convince the DM that a centaur is a "normal horse."

The issue I see with using it as a wizard with UMD is that each activation lasts for 7 hours.  You need 8 hours of rest to prepare spells.  Therefore, I don't see how you can prepare bonus spells due to INT off of it.  Using it to add 5 to your save DCs via a DC 25 UMD check seems to work though if you can get 4 legs.
That's what UMD is for, to emulate the horse race :P

Also, with the right items, you only need 1 or 2 hours of sleep IIRC :)

How about stuff from the "Animated Series Handbook"?

The Energy Bow should already be listed (it's statted on the website: http://www.wizards.com/default.asp?x=dnd/ask/20061227a ).

One of the highlights from the handbook itself is the 25k Hat of Many Spells, which essentially allows you to waive any material component for any spell you cast up to 1,000 gp for free. 

It also acts as a rod of wonder as a standard action (which gives you amazing versatility to deal with situations where you don't have to hurry, but would rather not spend spells on.  You just keep spamming the hat until the one thing useful in the situation comes up.  Provided, of course, you don't mind the chance of being permanently blue/green/purple.) 

And there's also a funky ability that lets you get free empowering or swap a prepared spell for any in your spellbook thing, which isn't that useful because about a third of the time it doesn't work and wastes your slot. 


The other stuff is oddly priced, but not nearly to the same extent.

Can I suggest adding the dwarven buckler-axe from Races of Stone? It's like a buckler, but it lets you carry an extra weapon. More importantly, it lets you carry more of the stuff you can add to a weapon, like wand chambers. Also great for DFA builds who wear a Dragon Spirit Cincture and want a lot of weapon crystals out at once to boost their Fivefold Breath of Tiamat.

I thought about it, but I'm leery for two reasons:

1. It's a pretty esoteric source.  I know DMs who have no problem with, say, Dragon, but would spock an eyebrow if someone said "Yeah, I want to use an item I got from a booklet in a cartoon DVD box!"

2. The prices of the really juicy items are SO out of whack that I have a hard time imagining many DMs who would let them fly.

Don't forget to mention that the Admiral's Bicorne applies that tasty +2 morale bonus on attacks, saves, and checks, to EVERY ally within 100 feet of you.

1) The energy bow, at least, is on the website, and a lot of DMs allow web material (no need for tracking down books).
