The way I read it, Draconic Cohort only allows the dragons listed on that chart. If you can find evidence supporting your interpretation, or convince your DM to allow it, then yes; you could have an infinite chain of infinitely stronger cohorts, so long as they're all Dragonwrought Kobolds.

I don't have access to Dragon Cohort, but the Dragonwrought Kobold is a dragon. ( ... long arguments, long ago ... )

If the Dragon Cohort has the same restrictions the regular cohorts have,
then initially the only control over a cohort build is Race and Class.
Same might be said of the Undead based cohorts; more no access.
But an item of Psychic Reformation is certainly findable, and affordable to a Mercantile feat Commoner.

I know that Dragonwrought Kobold is a dragon. Reread my post; I said that, as far as I see, you only get the dragons listed on the chart. By that I mean, it lists eligible dragons and says you may select from those. It's not like Leadership, where it says 'You get another character that's a bit weaker than you. Further, you get an arbitrarily high number of followers and you win the campaign.'

P.S.  It could still work, but it would require the extremely questionable rules in savage species which allow you to trade races based on ECL.

Actually, you can pull it off ... (infinite, progressively higher-level cohorts):

So, a Commoner can self generate an infinite cohort loop at level 9 ?!
Or rather the loop continues, just at level 17 or so ??

I believe so - each cohort can get a cohort of progressively higher level, as long as the cohorts are dragon cohort.

In short, Dragon cohort requires level 9, and gives a dragon cohort of ECL = normal ECL + 3.
