If it includes travel time, then along the surface makes even more sense. Remember that along the surface includes going down caverns. If the cave to the city is outside your range, then it doesn't matter if the city is only 100ft beneath your feet, you won't detect it. But if the cave is nearby, then you sense it and get a feeling how far it is to get there via the cave rather than as the crow flies (err... digs).

The travel time only determines which of the cities within the area of effect is the one that you detect (since you do not detect every city within range, just one).
