Actually, it doesn't.
When you are attacked, any hit point damage the blow deals is added to your delayed damage pool.
Only damage from someone else attacking you can enter the DDP. You can't put damage you deal to yourself in it. Even if you could, it still wouldn't work, as you lose the temp HP's at the start of your next turn, and you don't face the DDP damage until the end of your next turn (or possibly your current turn; I don't have the book with me).
I'm on the fence of allowing Shocking Fist and Stone power to work together 'instantaneously.' Not trying to be obtuse, but I need more evidence it works that way. I am starting to lean that direction, though.

It sounds like it should be feasible, though. Consider this: activating Shocking Fist is a free action, right? You can take a free action at any time during your action. Between deciding your action and resolving it there is a gap you can exploit. Here's the order of things:
1) Decide your action (activate Stone Power). At this point, the penalty starts applying and you get the temp HP needed for the trick to work.
2) Activate Shocking Fist. Lost the temp HP.
3) Resolve action (attack with shocking fist + stone power).
4)
5) Profit!
