Wizard + Erudite keep around "whatever spell/power they snagged" via PsyRef.

Sorc + Psion + gSpellcaster only have that "whatever spell/power they snagged"
until they get rid of it on the next PsyRef.
Or they Craft some Item which costs more exp/time, etc ...

If they're using Miracle, that shouldn't make a difference to their power levels; they don't have to keep the power outright, they can just access it at will. With that in mind, if you're not counting a change in tier from level 18 onwards, that point is irrelevant.
