Eh, it's not on the level of gamebreaking as Wings of Cover and Wings of Flurry (or the Wizard's Abrupt Jaunt, for that matter).  If it's too strong for your DM, any full casting PrC will work for a Sorcerer to gain actual class features.  Not sure of any specificaly helpful for blasting, though.  What's Force Missile Mage give?
you are right that WoC and abrupt jaunt are broken, but WoF really isn't. and as phaedrus wrote, incantatrix is cheese supreme, it's one of the worst smelling fromages after planar shepherd.

I honestly don't know what trick they can do with Persistent Spell.  I, and most of the DMs I have played under, have banned that feat (I also ban Nightsticks but allow DMM as is; it's surprisingly not so bad when you cut out its game breaking legs).  turning a spell of any duration, without regard to the original duration, into a 24 hour effect is just plain retarded.

Wings of Cover and Abrupt Jaunt let you negate another creature's entire turn with an immediate action (former better for screwing over casters, latter better for screwing over melee, but same premise).  Wings of Flurry is uncapped force damage and multiround dazing.  I think they're in their own ball park, especially the first two.

I've never actually used an Incantatrix and don't care much for them, I just mentioned it because it was the most powerful prestige class I could think of that has anything at all to help with blasting.  What PrCs would you suggest for a blaster?

At level 3, an Incantatrix can spontaneously apply any metamagic feat they know with no increase in spell level if they can make a (admittedly rapidly scaling) Spellcraft check. So with enough cheese on optimizing Spellcraft, they can apply any metamagic they want for free spontaneously, and the per day limit is something like 3+ Int mod... and they have another ability to do the same thing to other people's spells, which has its own separate usage limit...

And they get a boatload of bonus metamagic feats.

Of course, if you can use it, this is the best wiz/sorc PrC, hands down, for blasting or almost anything else...

Hell, if you can group with an Incantatrix, your cleric doesn't even need to take Persistent Spell or Divine Metamagic, as the Incantatrix can Persist all of his spells for him...

Wings of Cover and Abrupt Jaunt let you negate another creature's entire turn with an immediate action (former better for screwing over casters, latter better for screwing over melee, but same premise).
Untrue. Abrupt Jaunt only negates one attack. You can make 5' steps in between attacks of a full attack. So it is possible that even a melee attacker could still hit you with the rest of his attacks, if he has reach and started adjacent to you. An archer would only miss on the first shot due to Abrupt Jaunt.

I forget the duration on Wings of Cover. So I don't remember if it works the same way or not.

The range is terrible, though. I've played sorcerers and never picked this as a spell known specifically because of that.

Is it possible for a Kreen to use a bow?

My Brother wasnt much help when I asked him and now im back to wanting to play an Archer, Kreen seems to be an idea sense it adds Str and Dex, Problem is my brother is also a kreen but I dont think he really cares wether I play a kreen or not.

*cough* Tainted Sorcerer *cough*.  Just saying, endless free all day metamagic trumps 3+Int per day metamagic... and getting to have your save DCs set to "no" is an obvious huge boost.  Wings of Flurry + Shape Spell + Tainted Sorcerer = everything dies rapidly and can't act.  Ever.

Of course, you need to pair it with Anima Mage to avoid Con damage issues.

If you want a blaster, avoid evoker, 'cuz they suck (and not in a good way). Go conjuror, so you can take abrupt jaunt, and use your conjuration spells to ignore AMFs and SR. Not to mention saves half the time. That, and you can use a lot more battlefield control and summons that way, too.

Welp my Brother wasnt much help yet again and told me to go with whatever, and the whatever I came up with I couldnt get out of my head so I came up with this.

======

Whisper Gnome

Flaws: Non combatant and Vulnerability.

Fighter 4, Ranger 4, Deepwood sniper 2.

Base Attack +10/+5

Feats:

Weapon Focus (bow), +1 attack
Weapon Specialization (Bow), +2 Damage
Point Blank Shot, +1 Attack and Damage
Rapid Shot
Far Shot
Penetrate Shot (60ft line attack)
Ranged Weapon Mastery (+20 Range incriment, +2 attack and damage)

Hanks Bow is 22,600 +18,000 (To upgrade to +3, To add Splitting enchantment) to make Hanks Bow a +5 Composite longbow.
Ring of Sustence
+2 Leather Armor (4,160) thats 160 for the masterwork armor and such, and 4k for the +2 enhancement.

Str 14, Dex 20, Con 20, Int 16, Wis 16, Cha 10.

Favored Enemy so far is just Giant.

The Bow attack I figured out to be a 4d6+22 (+11 seperate), x4 Crit, 19-20 Crit range.  Thats the main stuff.

======

I decided to go this route because for me it was simple, I just hope I didnt mess up the feats and such, But I think I got the Main 3 Feats though, I took fighter to get the Weapon specialization +2 isnt much but it was a requirement for Ranged Weapon Mastery.  I am not looking to do Optimizable just something fun that I can work with.  Im also set up to go into Order of the Bow initiate PRC to get the +5d8 damage and be able to shoot into melee and such and get the extra damage, and the extended precision.  I know 3.5 isnt simple but Simple for me is as little complicated as possible.  I know I could get more damage out of it but I think I preffer to try to offset the low str with something else, despite the fact its only a 2pt damage difference.

But Whisper gnome is a GOOD! sniper type archer.  Again not optimized just easy to run.

You need precise shot.  Not only because you're an archer and you will be firing into melee, but because it's a requirement to use the splitting enhancement.

To upgrade a weapon from +2 to +5 you have to pay an extra 42000 gold

Order of the Bow is a trap, because you can't use the extra damage in a full attack

If this character is not yet set in stone, I'd change him

If you're allowed homebrew then I quite like this: Sublime Archer.

Agreed with the others.  Also, unless you're taking a bunch of feats (Dead Eye) and Fighter alternate class features (Hit and Run Fighter) to add dex to damage, then using Whisper Gnome in an archery build NOT based on precision damage is a very very very bad idea.  Lower bow base damage and -2 str kills your damage output, and archers in D&D have a damage problem.

A human (or Wood Elf, my favorite archer race) with strong arm bracers is doing 3d6 base damage, 4d6 if enlarged.  Add in a decent str mod, and that's actually sort of respectable damage.  I'd still at least recommend HaR Fighter, and in general you seem to have too many Fighter and Ranger levels.  Ranged Weapon Mastery is only worth it if you honestly have nothing better to do, otherwise Fighter is a 2 level class.  Ranger is also a 2 level class* unless youre going mainly ranger or are doing Swift Hunter feat with Scout.  If you want more than Ranger 2 despite that, then you go to Ranger 6 and get Manyshot (crap on its own, but qualifies you for stuff like Improved Rapid Shot and gives you something to do with a readied action / a surprise round).

*It's a 3 level class if you need Endurance for Steadfast Determination, but that doesn't really apply to you.

Maybe Ranger 4/ Fighter 4 is to avoid XP-penalties for Multiclassing?
Always start with Ranger, not with Fighter(4x6+INT > 4x2+INT)

If you can use B9S/ToB:
- Warblade 6 does count as Fighter 4 & you can get, among others, Iron Heart Surge
- Swordsage 1 does give out a few copies of Weapon Focus, retrain to Bow with Warblade class feature and save yourself a feat slot(if your DM won't allow that, just take Weapon Spec: Dagger, that way you qualify for 4 different Weapon Masteries: Melee & Ranged + Piercing & Slashing).
- Swordsage 2 gets WIS to AC(at least +3, with your current stats) & you could add Assasin's Stance(2d6 Sneak Attack, qualifies for a few PrC's).

If MC-Penalty is an Issue, you'd need to stagger:
Swordsage 1/ Warblade 2/ Swordsage +1/ Warblade +1/ Swordsage +1/ Warblade +1/ Swordsage +1/Warblade +1/ Swordsage +1/ Warblade +1

or be a Human, ignore Warblade for Multiclassing, get a free bonus feat and throw in Ranger or Fighter 2 to taste.
Wood Elf could fit in Ranger, but would still need the additional levels of Swordsage....
