Changeling double-focused-specialist/war weaver/shadowcraft mage/either Io7V or shadowcrafter.

Do your thing and you'll only need 2-3 spells, tops.

I'd do an Easy Bake No Worries Wizard.
Having a spellbook technically violates VoP.

Do the tattoos in the back of Complete Arcane
Those still cost money to apply, so you'd have to squeak by with an ally using money on your behalf.
Or just keep with the by level ones, and be an elf generalist with collegiate wizard
