skill focus for entering a prestige class

ive got a player in my game whos using skill focus to qual for a prestige class early. hes the kinda guy who goes "but i think it means this" and im RAW only. by RAW the skill focus give a bonous not ranks so he shouldnt qual for the class right now correct.

If he wants to enter a PrC early via skill prereqs, have him check out the Primary Contact feat, and its prereq Favored, in Cityscape. PC explicitly gives a skill rank above your normal maximum. Only to one skill, but still. Good for getting into, say, the 3.5 constructor PrC.

Skill Focus doesn't do that. If bonuses did that, a stat of 18 would let you get in 4 levels early.

If you're ever AFB, http://dnd.savannahsoft.eu/list_feats.html has most of the officially recognized feats.  Primary Contact can be found at http://dnd.savannahsoft.eu/feat-2239-primary-contact.html.  It's one rank, but that's often enough for great optimization.
