Q 100: What's a good way to increase the threat range of a two handed blugoning weapon?
Improved Crit, or that bludgeoning version of Keen in the MIC. Impact? Something like that.

What are you looking for specifically?

Q 99 Is there a way for a vampire to become immune to damage from the sun and daylight? I know there's an artifact, but I'm looking more for an item that all vampires could wear. Or even a feat.

I am constantly amazed by how many DM's ban Tomb of Battle.  The book doesn't even exist!

Sundark goggles give a little more time.
I'm looking more for vampires. Those goggles really only seem to help for blindness from the sun.

Surrly there is a magical way to keep an area or person in shadowly illumination.
A player once asked me if there was any way to make a Tarrasque more evil... 3 sessions later he was stoned with D20s as the PC led an exidus out of the path of a Dire Tarrasque of Legendary Wonder.

Is there a way to make a spell with a casting time of 1 minute take less time to cast? Spell/item etc?

there's a lotof them. What spel are you trying to speed up? What casting class? That'll help narrow it down.

Q98: Short of the icky Master Staff Epic feat, what ways are there to substitute a spell slot for a staff charge?
Use a runestaff?

Runestaves won't do squat for staves outside your spell list, I'm afraid.

Q102:
Can one use metamagic on spells in wands, and if so, where are the rules on doing so?  (For context, I am following up on an overheard conversation in which it was suggested that Anima Mage/Persistent spell would get you the ability to create wands of persistent wraithstrike and such).

A102: Yes, you can create metamagic spell-trigger items. In the 3.5 FAQ I believe the example given is a Wand of Maximized Magic Missle. Certain staves have Empowered Fireball as one of their uses. Whether or not you can use class features to adjust the slot-equivalent of said items is something I'm not qualified to answer. ^^

Following after Q70:
Q103 If a Wand is Heightened to Level 9, does that also force it to recalculate DCs do to the minimal Attribute Modifier for a 9th level spells is 19? And does this also force it's minimum caster level up to the minimum caster level the class can cast 9th level spells?
In other words, does a 1st level wand Heightened to 9th level DC change from 11 to 23?
And does a 1st level wand Heightened to 8th level minimum caster level go from 1CL to 17CL (Assuming Wizard Wand)?

Liquid Night... a limited duration alchemical substance.  Think sunscreen, SPF 3000.  Libris Mortis, page 74.  150gp and lasts one hour.

The full-covering clothing that snakeman830 mentions would work...  Check out Libris Mortis, page 140:  "Even thick clothing, as long as it covers the body completely, can protect an undead creature from the dangers of sunlight."  Still, I had problems with how much of the face might be covered.  Even a minor exposure to the smallest beam of direct light on the face should be a problem IMHO.  For that, I'd use the "Blindhelm" from Magic Item Compendium, page 75.  "This helm's face is a solid slab of iron, apparently allowing its wearer no way to see out."

Another option is to take 2 levels in Warlock for the least invocations Darkness and Devil's Sight.

Found it, Cloak of Dark Power, SPC 48. Protects from sunlight.
I'm glad you pointed this out; thanks!  I'm not sure why I dismissed this one before, but I really like it now that I took the time to look at it more closely.

Yeah, having to be a Drow cleric is a downside, but what about making it a custom magic item?  4,000gp market value (1 x 1 x 2,000 x 2 factor for 1min/level duration).  Would anyone suggest modifying the price estimate further due to the extreme usefullness to our sunlight-challenged friends?  I would probably make it more expensive to make... but penalize the selling value if sold as loot (so I'm not just handing tons of treasure over to PCs for something with a limited range of interested buyers).

I don't see why it should be more expensive, no. I'd leave it as is. But my question would be, what would it even be? Head? Face? Shoulders? Vest? Yes it says cloak, but for what it does, is there really a slot dedicated to an item like that?

Don't modify it, it makes no sense to do so.  Modifying the cost for an item up just because it's nice for one very small group of creature kinds, and then modifying the market price down because you made it too high in the first place, you're making extra effort for no real benefit.  Not to mention that doing so smacks of being an arbitrary "F you cause you're a PC" tax.  How would you react if the players wanted to overcharge when an NPC commissioned them to do something, and then went on to stipulate that the NPC must then be again ripped off if he ever tries to exchange the item or favor?
"We managed to make an NPC puke an undead monster."
"That sounds like a victory to me."
