Q 196 : Other than Spellwarp Sniper, is there a means of turning an AoE (any kind, as all are available with Sculpt Spell) into a ranged touch attack?

Q197
If I use Spellstoring Item on a wand, and use Power Surge on the same wand, can I use the temporary charges to cast the spell I stored in the wand more than once, or do the temporary charges only apply to the spell that was put in the wand at its' creation? What happens if I use Concurrent Infusions to infuse both at the same time?
Q198
What happens if I use Power Surge on a wand that has no charges?
Q199
What happens if I use Concurrent Infusions to infuse a wand with no charges with Spell Storing Item and with Power Surge?

By clicking this link, you open a pop-up, but I get a eurocent for my current wish, the 5th book of the Wheel of Time series. Please note that this only works if you leave the pop-up opened till it has finished loading. Thank you!

I can answer these: Nothing happens. A wand with no charges is just a non-magical stick. Beginning of the wand section in the DMG where it talks about charges.

A196: Ocular Spell?

Well, that gets it done part of the way (and exactly how I worded it, sadly).  More specifically, is there a way to change an AoE spell into a ray or ranged touch attack while removing the save (as usual for an RTA), and if possible preserving the initial range?

Q200: Has anyone heard of/knows the source of a prestige class called something like Exterminus Arcanus... it sounds fake to me but one of my players claims it comes from Dragon Magazine but I never heard of it or anything with a similar name.

Anyone have any ideas, or is this guy trying to pull a fast one on me?

Never heard of it, can't find it on google, but Dragon Magazine often has stupid names and lacks significant internet presence.

Any more info on it?

Im planning a build of Swordsage//fighter 6/monk14

Q172 What do you guys recomend 14 levels on monk seem wasteful is there a usefull prc (I checked blande dancer but they need magic)?
Barbarian and Scout levels could get you +20 ft pretty quick.  A level of the Berserk PrC (Deities and Demigods) would push it to +30 ft.  The Nentyar Hunter grants +10 ft at 4th (?) level; combined with Forest Reeve (Comp Champ) would get you another +10 ft.
The greatest trick the devil ever pulled was convincing the world he didn't exist.

this guy is so full of crap that his eyes have turned brown.
let me guess -- he's wanting to play either a mage-killer or some sort of god-mage -- right?  he just slapped together a couple of latin words and is trying to pass it off on you to try to break your game.

Q 201: Is there an extensive list of familiars that a sorcerer can obtain? I've been leafing through my books and only found the stuff in PHB.

Q 202 How is it possible for say a LE warforged barbarian, or a LN warlock, to still keep all of their abilities? Aren't barbarians "alignment: any chaotic"? I've been seeing this a few times in adventure write ups done by WotC (and we know they never screw up...) where the class the NPC has, does not fit the alignment that they should have, yet they still have all of their abilities.

Play a duskblade. Or cast Divine Power.

Re: Q200: I also looked at some dragon compendiums/internet lists and found nothing. He provided no other information when I spoke to him other than being cryptic, and I am not letting it into the campaign without a source... so jokes on him.

Thanks for the help.

Base classes aren't like PrCs, you still keep the powers when you fail to meet the prereqs. Some base classes have a special clause though, like paladin and monk.
