A674: functions as spell != treated as spell . In other words, infusions treat other things as spells do, instead of being treated by other thing as spells are.

There is Favoured Power Attack, lets you do 50% more damage from power attack against your favoured enemies. There's also the tactical feat Combat Brute that lets do 50% more damage powerattacking in any round after a charge (works great with Leap Attack). There's also another tactical feat, I think called Reckless Charge that lets you reduce your AC to improve your bonus to hit on a charge. All these feats are in Complete Warrior.

How do I work out my maximum rank in that skill? Same for if a skill is cross class and I go to a class that has the skill... is my limit for those levels my ECL+3 or my levels in that class+3 or CC maximum + that class' maximum

Once a skill is a class skill, it forever counts as a class skill so far as max ranks are concerned.  But, you spend your skill points each level depending upon what is class / cross-class for that level.
