This class is based upon the perceived deficiencies of the other shifting classes: Druid, Bear Warrior, Warshaper, Shifter, Master of Many Forms, Planar Sheppard, etc.  All of these classes, except the bear warrior, base themselves upon entry into the shape-shifting field by way of the druid.  However, the druid is a straight caster, and most of the PrCs for shifting are complete non-casters, forcing a choice of muddled shifting by staying with druid or abandoning spells and animal companions as hopelessly underpowered, after being ignored for 5 to 10 levels, in order to enhance shape-change.
Eh, not really. Any changeling or shifter can enter warshaper, and anything with the divine minion template can enter Master of Many Forms. Then there's Master Transmogrifist. Plus there's a ranger variant which gets wild shape.

Why do you jump directly from standard action to free action with Fast Form? No move or swift actions? Someone with that ability could turn into something with a relevant immunity whenever attacked then switch back immediately, basically giving them the combined benefits of all possible forms at once.

Why do they get the ability to turn into Small and Large Outsiders before Medium ones?

Form Specialisation is as abusable as hell. Your restriction on wish should be a restriction on spells with XP/GP components period, and it doesn't even apply to this ability

No way should they be allowed to turn into creatures with templates. It's possible for a 1 HD animal to have a CR in the 80s.

"Shape Shifter" is not a type. "Shapechanger" is a subtype.

You make some good points.

Shifter/ changeling - I'm looking for a class that has shifting as its primary ability and their shifting is so limited, it just doesn't do what I wanted.

Mulhorandi  Divine Minion - I've looked at it several times, but again, its a template, and campaign specific.  I've never seen it allowed, so I just don't really count it.  I should have.

Actions - You are absolutely right, I should have written that as swift action, not free action.  Adding in move actions somewhere would probably be on the right path too.

Form Specialization - I agree. I'm trying to figure out some way to make it allowable to turn into various critters without squatting in Beholder form and raping every NPC that comes around.  Maybe allow the PC to pick one ability per level of specialization and use that on their specialized forms?

Templates - In the campaigns I've been in, templates have rarely been allowed, so I included it as an option, but I probably should not have.

Shapechanger - all I can say is Doh!
