Let's talk about metamagic effect, everyone.

From PgtF, pages 62-63:

Metamagic Effect (Su):

Does it apply to just spells, or all magical effects? There seems to have been an assumption in the past that the ability applies to all magical effects; however, as commentators have recently pointed out, it merely restricts its operation to 'spell effects'. It then proceeds to assume players will use it on spells.

So, let discussion begin: what is a 'spell effect', and just what does the incantatrix's ability let her do?

A 'spell effect' is the product produced by a spell or spell-like ability (which are much akin to spells). Metamagic Effect specifically applies Metamagic feats to already-existing effects. Metamagic feats do not apply to spell-like abilities; I don't know if that's actually specified in Core, but the Metamagic Spell-Like Ability clones seem to point in that direction.

Therefore, Metamagic Effect allows an Incantatrix to alter an already-existing SPELL with a metamagic feat by utilizing the powers of Bullshit, also known as A Wizard Did It. They may also work on Supernatural Effects, as they're in kind of a gray area (Are there Metamagic-like feats for (Su)? I can't think of any).

Yes there are, in the Tome of Magic, and I'm not sure what that even has to do with it. MM Effect definitely doesn't work on them, even if there weren't any Meta-Su feats. A supernatural effect is certainly not a spell effect.
