His party already has a Warmage (Non-Optimized), Sorcerer (Non-Optimized), Fighter (Non-Optimized), Cleric (Non-Optimized) and Swift Hunter (Optimized). Essentially, he's joining a rather weak group, so he needs to take a God Role-lite, so as not to outshine them too much. He's rolling for stats, so I don't know what he'll have, but at least he can use any WotC book (except Faerun). Assume gold as per the table for an 9th level PC, I hope.

I'm thinking:
Silverbrow Human (Dragon Magic) Wizard 5 / Paragonistic Apostle 1 / Urban Savant 3
OR
Silverbrow Human (Dragon Magic) Wizard 5 / Urban Savant 4 (if the DM lets him take Knowledge [History] 2 instead of Bardic Knowledge)

Alternate Class Features:
Specialist Wizard (Conjurer) - (Prohibited Schools - Evocation, Necromancy), gain an additional Conjuration spell per day per spell level.
Focused Specialist (CM) - Lose an Additional School (Enchantment) and a spell per day per spell level, gain another 2 Conjuration spells per day per spell level (total 3).
Immediate Magic (PHB2) - Abrupt Jaunt

Feats:
Human - Cloudy Conjuration (Complete Mage)
1st - Shape Soulmeld (Shedu Crown) (Magic of Incarnum)
1B - Scribe Scroll
3rd - Favored (Cityscape)
5B - Spell Mastery
6th - Uncanny Forethought (Exemplars of Evil)
9th - Mindsight (Lords of Madness)

Prestige Class Abilities:
(if you have to take it) Paragonistic Apostle - Spatial Awareness: +1 CL on [Teleport], +10' Speed on spells.
Urban Savant - Urban Savvy (Strengths/Weaknesses), Urban Empathy.

Spellbook (within financial limits, of course):
1st - True Casting, Persistent Blade, Ebon Eyes, Nerveskitter, Resist Energy, Lesser Orb of Acid, Enlarge Person, Ray of Clumsiness, Treacherous Weapon, Mage Armor, Shield, Benign Transposition, Scholar's Touch, Instant Diversion, Grease...
2nd - Heroics, Whispercast, Glitterdust, Sentinel's Watch, Rope Trick, Knock, Quick Potion, Jaws of the Moray, See Invisibility, Dragoneye Rune, Resist Energy, Arcane Turmoil...
3rd - Heart of Water, Haste, Permeable Form, Spellcaster's Bane, Magic Weapon (Greater), Fly, Slow, Dragonskin, Snake's Swiftness (Mass), Halt, Control Temperature, Major Image, Regroup, Dispel Magic, Dweomer Vortex, Magic Circle against Evil, Stinking Cloud...
4th - Open Least Chakra, Heart of Earth, Orb of Fire, Black Tentacles, Mirror Image (Greater), Voice of the Dragon, Trollshape, Celerity, Perfect Summons, Alliance Undone, Passage of the Shifting Sands, Improved Invisibility, Resilient Sphere, Desert Diversion, Luminous Armor (Greater), Shadow Well, Solid Fog...
5th - Cloudkill, Major Creation, Mirage Arcana, Seeming, Shadow Evocation, Transmute Rock to Mud, Transmute Mud to Rock, Wall of Stone, Dimension Door (Greater), Fly (Mass), Telekinesis, Overland Flight, Enlarge Person (Greater), Blink (Greater), Xorn Movement, Flesh to Ice, Airy Water, Zone of Peace, Teleport, Prying Eyes, Hidden Lodge, Friend to Foe...

Suggest any changes to the build as it stands, be it spells, feats or anything, but as you can see, feats are rather tight as it is.

Read, every day, something no one else is reading. Think, every day, something no one else is thinking. Do, every day, something no one else would be silly enough to do. It is bad for the mind to be always part of unanimity.

I think there's a simpler way to get into that group and actually do stuff...

Wizard 9, Human
Scribe Scroll, Collegiate Wizard, Empower Spell, Craft Wonderous Item, Craft Arms and Armor, Craft Wand, Improved Familiar

Get a Pseudodragon Familiar, and now the whole group has the equivalent of Mindsight (but better) :D

Anyways, its not too tricky to run, and can contribute a metric boat-load without stepping on anyone's toes or dipping into too many sources.  Its definitely under-the-radar.

No polymorph or Glitterdust?
Monks are pretty much the best designed class ever.

ehh ... Sorc is usually easier for an inexperienced player to play
but it's not really a qualitative difference.
Fewer feats, fewer spells, almost the same Smack.
