The closest you'll come to at-will teleportation in D&D 3.5 would be Shape Soulmeld (Blink Shirt). Might as well make a shadowpouncing build off of that.
It's all about vision and making reality conform to your vision. By dropping a fucking house on it.

She does have a blast attack at approximately the right range(and since her ammo is anything she can teleport, thats just dandy). Just that she doesn't use telefrag much what with the lethality and injuries resulting.

And the things it reflects in, like water or glass, can all be broken, right? Rough Accelerator build

Accelerator (Lv30)

Human Cleric (Inquisition, Purification) 1/Monk 2/Warlock 3/Wizard (abjurer, fighter bonus feat) 3/Master Specialist 10/Eldritch Theurge 10/Archmage (Mastery of Counterspelling) 1
Feats: Arcane Mastery, Combat Reflexes, Divine Defiance, Improved Counterspell, Practiced Spellcaster [cleric], Practiced Spellcaster [warlock], Reactive Counterspell, Spell Focus [abjuration], Spell Focus [evocation], Quicken Spell
Bonus Feats: Deflect Arrows (monk), Improved Initiative (wizard), Improved Unarmed Strike (monk), Skill Focus [Spellcraft] (master specialist)
Flaws: Frail, Pathetic Constitution
Epic Feats: Epic Counterspell, Exceptional Deflection, Infinite Deflection, Reflect Arrows
Invocations: Devour Magic, Endure Exposure, Fell Flight, Voracious Dispelling
Spells: Spellcaster's bane, ?
Equipment: Robe of arcane might [abjuration], Ring of arcane might, Starmantle cloak

Warlock dispel CL: 17 (capped to 20)
CL boosts: +1 (ring of arcane might)
CL boosts (abjuration): +4 (+1 Purification domain, +1 robe of arcane might, +2 master specialist)
CL boosts (dispel): +9 (+4 Inquisition domain, +5 master specialist)
Dispel CL = 31 (can take 10)

Accelerator
Azurin Cleric (Inquisition, Purification) 1/Monk 2/Warlock 3/Wizard (abjurer, fighter bonus feat) 3/Master Specialist 10/Eldritch Theurge 10/Archmage (Mastery of Counterspelling) 1
Feats: Arcane Mastery, Combat Reflexes, Improved Counterspell, Magic Disruption, Practiced Spellcaster [warlock], Reactive Counterspell, Soultouched Spellcasting, Spell Focus [abjuration], Spell Focus [evocation], Quicken Spell
Bonus Feats: Deflect Arrows (monk), Improved Initiative (wizard), Improved Unarmed Strike (monk), Skill Focus [Spellcraft] (master specialist)

CL boosts (dispel): +11 (+4 Inquisition domain, +5 master specialist, +2 Soultouched Spellcasting)
Dispel CL = 34 (can take 10)

Infinite projectile reflection, infinite reflective counterspells (with CL high enough to laugh at most lv20 casters), plus wizard spells for all the random stuff he can do with his power.
However, you can only counter SLAs once per round and have no defence against Supernatural abilities or melee attacks. Starmantle cloak helps against the latter, but it needs fixing.

This was used as reference. And right now I'm questioning whether Voracious Dispelling/Devour Magic count as abjuration spells, but meh.

EDIT: Urgh, I could have just removed the warlock levels and given him an item of at-will CL20 greater dispel magic for 240,000gp - presumably "counterspells only" could get a discount, but that's ad hoc territory.

So, ideas on Biribiri? I considered Thunderlance for her "sand whip", and something with Born of the Three Thunders (Sound Lance?) for her Railgun.
Other spells include: Electric Loop, Expeditious Retreat, Halo of Sand, Lightning Bolt, Lightning Ring, Scatterspray, Spider Climb, Swift Fly

Also needs something for her electromagnetic sense and ability to block telepathy.

The railgun's 30ft range could be accomplished with archmage levels, applying Arcane Reach to a touch spell.

I think you could probably fit most of her capabilities in a Kineticist really.

Maybe. The multi-elements turned me off. Wilder could work if she surges to fire her railgun.

For Index, archivist seems the obvious choice. However her Spell Interrupt suggests incantatrix, which requires an arcane caster. I know I've seen alternate ways to handle taking control of enemy spells, but I can't think of them.

Dual class wizard/archivist mashup - something that gets her dual 9's by 20, and then Epic Incantatrix?

She does use multi elements, she just likes lightning best.
To date she has been seen using Electricity(the area shocks, the bolts and the tazer, its obviously her favored element), Fire(she used it vs the AIM Burst with an electromagnetic superheating), Sonic(the sand cutters are vibrating sand and cut like you expect Sonic to) and Bludgeoning/Piercing(EM hurling of metal).

So shes just highly electricity specialized, though I don't think shes used it to create acid or cold effects yet. Complete Psionics has stuff to focus on one energy type.

Rough build

Touma Kamijou (Lv21)
"I'll destroy that screwed-up illusion of yours!"

LG Human Cleric (Magic, War) 3/Ordained Champion (Destruction) 5/Dweomerkeeper 10/Emissary of Barachiel 3
Mantle of Spells: Antimagic Field, Atonement, Break Enchantment, Greater Dispel Magic, Mordenkainen's Disjunction
Feats (8 +10 VoP +1 exalted VoP): Awesome Smite, Divine Metamagic (Persistent Spell), Extend Spell, Extra Smite, Hammer Fist, Improved Unarmed Strike, Magical Training, Persistent Spell, Power Attack, Practiced Spellcaster (cleric), Quicken Spell, Sacred Vow, Selective Spell, Servant of the Heavens, Superior Unarmed Strike, Vow of Nonviolence, Vow of Poverty, Words of Creation, ?
Epic Feats: Epic Skill Focus (Diplomacy)

Use Ordained Champion to trade the Magic domain's power for a bonus fighter feat. Cast persistent selective antimagic field, excluding yourself from its effects (Extraordinary Spell Aim also works for this).

Open a fight by using Conversion to debuff your enemies, then use Ordained Champion to spam channeled spells through nonlethal unarmed strikes. When they wake up they risk shifting towards lawful good. (Touma's really closer to neutral good, but meh)
