Min/Max a BBEG: A Beholder-Dragon?

So I'm trying to help a friend with an AWESOME BBEG for a game he's going to be running.

Basically... he's going to be running a very 'fighty' game, and it's going to be, uh, a Tier 1+2, High optimization game.

I'm playing a Druid/Planar Shepherd (not using time effects, going with 'house of nature' as the plane)

The other guy is likely playing a modified Mailman build (he wanted something tactically simple, and not headache inducing, so I helped him come up with a Mailman).

And the DM, who used to be a player also in the game for the guy who WAS running (who is the guy who is going to be running the Mailman), is DMPCing an Artificer.

The DM has Mad Skillz, so I am not worried about DMPC issues, and if DMPC gets weird, he'll write her out.

So.  He has a vision of an Ancient Blue (or at least some blue colored dragon -- what are some of the awesome alternate blue options? Sapphire? Incarnum?) Dragon with all the beholder's eyeballs magically embedded in her face. Which sounds TOTALLY AWESOME.  And I want to help give him the *resources* and things that would be good for this character, without, yaknow, knowing the exact capabilities of the creature.  I was thinking of that thing in Draconomicon for embedding items into flesh, Scintillating Scales (of course), and Beholder Mage, but I'd be interested in knowing about some crazy awesome templates, and a few useful prestige classes and ideas to point him at, too.

Cause, yaknow, being a BBEG for a summoning focused Druid, an buff and golem focused Artificer, and a metamagic and action and initiative abusing Incantatrix sorcerer is going to be, uh, hard.

Beholder grafts in the Fiend Folio is the ideal place to start.  That can give the dragon all the eye stalks and even the antimagic eye.

Point him to the sharn and the ability rip spells from serpent kingdoms.  A beholder's eyestalks help a great deal in adding actions, but a single BBEG against three dudes is going to have to enhance his action economy

Throwing out a few save or suck spells works the same on anyone.

Is there any reason it shouldn't be a BLUE dragon and instead should be some dragon that happens to be blue?
