Does Two Weapon Fighting require Full Attack Action?

Ok, I know this seems like it should be something pretty basic.

I have been playing for a long time that with two weapon fighting it just gives you an extra off-hand attack.

It says: You can make one extra attack each round with the second weapon.

I thought that was pretty straight forward until a read the rules of the game web page on the wizards website.  In the two weapon fighting rules it says you can make the extra attack when you make a full attack action.

I just read the combat section in players handbook and it does say -

Multiple Attacks: A character who can make more than one
attack per round must use the full attack action (see Full-Round
Actions, below) in order to get more than one attack.

I guess I never interpreted that to mean it took a full attack action since the feat description doesn't say anything about it.

Well no, it's a full attack action.  Full attack is usually its own full round action, but sometimes (example: Pounce) it isn't.

There is also a feat in PHB2 that lets you strike with both weapons not during a full attack as well.
Clerics and Druids are like the 4 and 2 in 42. Together they are the answer to the ultimate question in D&D.
Retire the character before the DM smacks you with the Table as the book will feel totally inadequate now.-Hazren

2 weapon pounce. It requires charging though, realized that when i went look up the name.

There's also a couple feats floating around that let you attack with both weapons on AoOs, though I can't quite recall where.

This isn't exactly overpowered though - Snap Kick and Whirling Frenzy already grant extra attacks in the way you assumed, and can be accessed at lv1.

The tier system in a nutshell:

Tier 5: An expert cartographer or a decent marksman.
Tier 4: An expert marksman.
Tier 3: An expert marksman, cartographer and chef who can tie strong knots and is trained in hostage negotiation or a marksman so good he can shoot down every bullet fired by a minigun while armed with a rusted single-shot pistol that veers to the left.
Tier 2: Someone with teleportation, mind control, time manipulation, intangibility, the ability to turn into an exact duplicate of anything, or the ability to see into the future with perfect accuracy.
