First, google for the Races of the Dragon Web Enhancement. It has a ritual that any kobold can perform to gain +1 Sorcerer level of spellcasting ability, above and beyond what their actual hit dice allow. Next, pick up your copy of Dragons of Eberron and take a look at the sovereign archetypes. Any true dragon can choose to adopt one of these, gaining the benefits and drawbacks listed in the description. One of them gives you +2 levels of spellcasting ability.

I seem to recall that once you know it, you know it for all of your initiator classes that can use it, and you can't learn it again, but I don't remember exactly if that was in the original text, or in the FAQ or something.

A63: Ruathar (RotW).  Assuming the fluff requirement isn't ludicrously enforced, you have to actively work at avoiding the requirements.

Normally I would use Acidic Splatter, but Devils have resistance to acid, and I'll be fighting a lot of devils.

20x2 is the base line for criticals, as far as I know.
Usually bite attacks have crit x3, but then it is mentioned somewhere in the text, so I think it's safe to assume the 20x2 is correct.
