Actually Mystic Ranger 20 with Planar Touchstone and Extra Spell a few times can ladder up to 9th level spells off the Sor/Wiz list.  20 CL/20 BAB and 9's, with possible access to Owl's Insight = plenty of slots, awesome casting stat, no weak saves, and some nice class features to boot.  Take the rest of your feats as metamagic, and use Mirror Move to become a Hood, and pwn the world

It would be extremely MAD but potentially could work.

Academic/Dynamic Priest feats (Legends of the Twins) could probably help a bit w/ that MADness if done right, I guess. Also, you may only need CON as far as physical stats goes (unless you want PA) if you (ab)use Polymorph or the likes.

That'd be a fun build to try out, hmm.
