Now to playtest it. I've a Gestalt campaign on the way, maybe I'll do it then. Mmmm, Kobold Lich....
Kobolds should become dracoliches.
Edit - quick comparison.
Lich
+2 all mental, fear aura that only works on noobs, paralyzing touch, awesome DR, immune to moral bonuses, can't become one until the 11th level at least and after investing a feat and spending 120k.
Dragonlich
+2 cha, control undead (cl 15), paralyzing touch and gaze attacks, SR 16 or +3, can become a dracolich as soon as you can spend 57k to have someone else make your stuff or when you can spend a feat and 29k and do it your self. Special: You're a kobold, +3 all mental and +1 sorcerer level though racial feats.
