Because if we can believe anyone, it's a kobold.
That was my thought as well on reading the RoD entry. It's extremely biased, and I think it's meant to be presented as such.
If there is anyone who witnessed the event you could trust, it would be Io.
A player once asked me if there was any way to make a Tarrasque more evil... 3 sessions later he was stoned with D20s as the PC led an exidus out of the path of a Dire Tarrasque of Legendary Wonder.

Io isn't a dick, He's just more neutral than DnD Basic Druids.

Gnomes are listed in Races of the Dragon (and other sources, I imagine) as being natural enemies of kobolds
I don't know if the whole Kurtulmak/Garl thing was retconned, but as far back as I can remember (2E and maybe earlier), gnomes and kobolds have always been enemies.

I based my statement on my interpretation of the gnome and kobold cultures/communities/psychologies from Races of Stone and Races of the Dragon, though I realize now it was misleading. :rollseyes

Yay, derails!

...Setting is Forgotten Realms, Deekin is an NPC in Waterdeep. I'm altering the sources to go off a whitelist rather than a blacklist, player kobolds gain Toughness at 1st level as a bonus feat, spontaneous casters can apply Quicken as a swift action, and a few other things. I'll update the first post later today.

Dragonforce is also a group of kobold NPCs. *yoinks from Solo's suggestion in another thread*  :D

You did mention wanting to work on your improvisation.  Knowing ahead of time what's going on in the world that isn't the PCs (such as rival bands touring and smearing each other in the meantime) will help you to come up with things when the PCs go in an unexpected direction.

"Oh, they're ignoring the dungeon and headed for Ninodell?  That's where that one diehard, rather unstable Dragonforce fan lives, and Sonata Arctica is playing there three days from now according to this tour schedule.  I wonder how the party would react to a terrorist bombing a concert... let's find out."

Yeah, I realize that, but I do need to work out a few plot threads that are NOT there purely for the funny.

On the house rules front, are there any Alter Self / Polymorph / Shapechange lists out there of not-quite-broken forms? I'm going to draw up limited lists for the spells, so people know at a glance what their options are, but if someone's already done the work, it'd save some time to just check against an existing list.
