Savage Progression Help

Hello my friends! I love you all, and bring much nerdom. 

K so, I need help making the savage progression for a BABAU (tanar'ri).
Now just looking at it, it should be around... 13 ecl from the HD and CR. But Im not a big fan of how that is calculated up.... 

So I have come for help, I need to get this monster progressioned out please.
I would like the template to be anywhere from 10-12 ECL's please. I think that 13 or more seems alittle underpowered.

That's not how you get ECL.  Equivalent Character Level is from HD + LA.  Babau don't have an LA.  Although you can try, that basically means they are not suitable as a PC race.

Whatever you'd come up with, it'd be a houserule.
If you don't mind Houserules ...

Have the Hit Dice equal normal levels like normal.
Have whatever goodies be worth at most an LA of +3.
Outsider HD don't make good skill monkeys, without Skill adding classes.
..... and .......... don't make good frontliners, without feats or class features.

If your party mates don't mind a build of HD + LA of 3 + whatever classes you plunk on ...
you won't be as crazy as any full caster. No chance.
I'd be fun too.
You get weird stuff no one else can get, without Polymorph + Psi trickery.
Weird but not overwhelming.

we are playing a monster game and this is the only monster we wanna play that we cant find a progression for. And i realise that we will have to house rule it but its all about having fun .


So if any one here would be kind enough to write out a 8/10 ECl progression that would be super cool!
