Feral does indeed grant Rake, but only if you have 8 or more racial HD. 4HD Dire Badger gives better stat adjustments than tiger (higher Con, namely, albeit lower Dex). Also, don't underestimate the power of a burrow speed.

I am not seeing racial HD and monster HD as interchangable sadly. There is no creature type of monster and then a monster can increase his HD by taking classes.
