Best physical stats for a medium or smaller humanoid?

So I was looking at Dragons of Eberron, specifically page 15.  Two feats here would let any True Dragon take any small or medium humanoid form, apply the Half Dragon template to it, and use it as an Alternate Form.  Plus, their physical stats are automatically set to Str 18, Dex 10, Con 14, modified by the base humanoid's physical stats (note mental stats are unchanged).  So, if I were making a rediculous Dragonwrought Kobold gish (please, let's not go into that debate, just assume it works in this game) what humanoid form would be best for this?  So far the best I have is Water Orc for the +4 Str, -2 Dex, +2 Con.  Regular Orc at +4 Str isn't too bad either.  But there must be better out there.  Note that there's no limit on HD or LA.

The tier system in a nutshell:

I've been pimping that one for a while for Steel Dragon PCs. The Flind Bar is actually a somewhat interesting weapon as well.

Unfortunately templates are not allowed by alternate form.

I've been a fan of the flindbars for a while. They're like a nunchaku, but better in every way. Actually, I just like the flinds in general... not sure why.
