I see no reason it cannot have Fell Drain applied to it.Fell drain is a metamagic feat, and requires you to use a higher level slot. You don't have higher level slots to boost acid splash, as it isn't prepared in a slot. (Yes, you have to have some acid spell in reserve in a slot, but that is not the effect you are producing).

Acid Splash is a 0 level conjuration spell. I'm assuming you are referencing the Reserve Feat "Acidic Splatter". You most certainly prepare 0 level spells.
Is sonic snap a conjuration? I was just looking for damage dealing conjurations, and didn't look passed the phb because I'm lazy.
