Ok, granted that's true but where does it state that when anything other than a PC rises in HD it gets a feat?

A Feat, as per PHB is gained when advancing in character level not HD, the glossary defines HD as "a measure of relative power is synonymous with character level for the sake of spells, magic items and magical effects that affect a certain number of hit dice of creatures"

While looking this up i think i found the passage upon which this is based, basically:

Although most of this paragraph (Monsters as Races) seems to be intending that there is at least 1 class level present it doen't literally mention this.

So i suppose it could work for the Psicrystal strictly RAW...

Funny thing about racial/monster HD BAB? It continues unimpeded into epic, unlike creatures with character classes.

Thus, a 60th level psicrystal has a Base Attack Bonus of +45, and can thus make attacks at +45/+39/+33/+27/+21/+15/+9/+3.

Fixed that for you.  MM1 states that the iteritive attacks are capped at 4.

Energy missile was just fine. It's not like magic doesn't have no-save force damage. At least with energy missile you could make a nat 20.

Also, CPsi introduced more powers with +1 DC/PP, so...

Temporal Reiteration and Practiced Manifester too, which fix the Metamind. Pick Ardent base for 9th level powers.
