I don't believe there is any precedent for an odd number of skill points per level.  It's always 2, 4, 6 or 8.  10 in some cases, but always an even number.

That's 2 per level + 1 in case something like healing lore-call is chosen for some reason.

  Not abusive but perhaps not considered is the Summon Monster line. That and scaling signature would open up some powerful Summoners.

Eh, you get one more spell with scaling signature.  Sure, you could retrain it, but even applied to summon monster IX the best class ability is turning everything with an alignment descriptor.
